On the Same Wave: The Story Behind Australia’s First Squad of Muslim Surf Lifesavers

In December 2005, an assault on three volunteer surf lifesavers led to violence and what are now known as 'the Cronulla riots.'  In the aftermath of these events, a number of parties (including the Australian Government, Sutherland Shire Council, Surf Life Saving Australia, Surf Life Saving NSW, and various other groups) representing Muslims proposed a program which would attempt to bring harmony back to the Cronulla beaches. Ultimately, this program has seen almost 20 young people of mainly Lebanese Muslim background undergo the arduous training to become volunteer surf lifesavers. But is this mere tokenism or a genuine attempt by those involved to make a difference?

From Observation to Action

A few years ago, we reprinted an excerpt from a long out-of-print book written by Ivan H. Scheier in 1980 called Exploring Volunteer Space.  We noted then that this volume contained ideas far ahead of its time – which is exactly what we’d come to expect from Ivan, one of the true pioneers of our field.  We also promised to periodically reprint other sections and so we offer here the chapter entitled, “From Observation to Action.”  You’ll find it thought-provoking, as Ivan explores “a relatively neglected area of volunteer space”:  “a form of indirect participation in which what you see is what you give.”

The Dangers of Too Much Enthusiasm


Many volunteer program managers bemoan the fact that they receive little support from top management.  In this issue’s Points of View we consider the consequences of having entirely too enthusiastic backing from executive decision-makers – whether politicians or agency administrators – especially in the early stages of developing a volunteer effort.

 

There are two levels of possible over-enthusiasm.  The first is the growing tendency of national governments to voice advocacy for volunteerism, whether through proclamations of country-wide recruitment campaigns, actual legislation channeling funding for various projects, or just loud speechifying on how important volunteering is to the social good and civil society.   The second is at the individual organization level, in which the attitudes and actions of top managers lead to increased volunteer involvement (maybe).

Looking at the Brighter Side

We have, in Points of View, spent some time in past columns looking at questions, problems, difficulties and quandaries. Alas, there are a lot of those things in our field to look at and ponder.

But since that’s not the only picture, in this issue we thought we’d focus, for a change, on what is happening in volunteerism that is positive and right. All those things, in other words, which we tend to take for granted because they aren’t causing us any trouble.

And we thought we just make a list and see what you might like to add to it.

The Adventures of Vicky Barnes and Other Fictional Volunteers

Over a year ago, Steve McCurley sent Susan a gift from a local library book sale. It was a copy of the 1966 novel for teens by Alice Ross Colver, Vicky Barnes, Junior Hospital Volunteer: The Story of a Candy Striper. Steve was right that Susan would like this sample of volunteering folklore. How could she not, with dialogue throughout the 171 pages like this:

“I’m accepted!” she breathed. “At least I’m to appear for an Orientation Course next week Monday. Oh, Mother, I’m so terribly happy!” She stopped and ended with a wobbly smile on her face. “Here’s my report card. I got all A’s.”

“And that, if I’m not mistaken,” her mother said smilingly, “is an anticlimax.”

This Voices from the Past shares more of Vicky’s adventures as a volunteer as well as other references from older books for children and teens that shaped all our impressions of what volunteering is and who does it.

Does the Emperor Have Clothes? A Closer Look at Employee Volunteering

For quite some time the notion of “corporate social responsibility” has been discussed and demonstrated in various ways. The concept includes many things, from producing products in environmentally-safe ways to providing family-friendly working conditions, yet our field more narrowly looks for whether a company is philanthropic or charitable, both through financial donations and in offering the talents of its employees to the community.

American companies have led the way in corporate employee volunteer programs, just as they have in setting up corporate foundations and other giving. But the idea has caught on worldwide, spurred by multinational companies, and today there are efforts underway in many countries to increase business community involvement and teach best practices in this type of activity. By and large, the volunteer field has been uncritical of this development, welcoming whatever help we can get from any source without much analysis of the process. Here Susan and Steve take a stab at examining workplace volunteering more closely...and arrive at different conclusions.

Susan’s Point of View

I admit to some concern over corporate employee volunteering practices, though I hasten to note right away that nothing I say is meant to disparage the actual volunteers who come through such programs. Universally, the individual employee is delighted to have the company-sanctioned chance to do community service and we should neither discourage nor refuse such volunteering. My issues are with the employer and the often disproportionate praise we heap on companies for what is, essentially, the effort of their workers.

The problem with being a perfectionist is that you have so many opportunities to be dissatisfied.

Sure, there are warts in corporate involvement:

  • Not all companies provide adequate support for their volunteer program.
  • Some companies probably influence the kind of volunteer projects chosen in ulterior ways.
  • Employees are sometimes coerced into “volunteering.”
  • Many efforts are confused and muddled.

So, what else is new in the world of volunteering?

Sabotage! The Five Lethal Factors Volunteer Managers Employ to Harm Their Programs

Sabotage!

The very word conjures up images of old war movies – silhouetted black and white figures blowing up railway lines in the midst of the night to prevent enemy advance. Indeed, sabotage is in fact a very real tool of war. Sadly it has also been a tool of some corporations who have used the technique to delay competitor success, while some individuals also deliberately sabotage the lives of their colleagues, families and even themselves in some bizarre notion of personal victory.

Sabotage is also at work within the volunteering sector. It is not too difficult to find volunteer administrators who, through poor work practices or a lack of a true understanding of their role, are unwittingly sabotaging their own volunteer programs. This results in a weakening of the value of volunteering in the eyes of their line managers, program volunteers, and the general public, as well as an undermining of the whole profession.

Martin Cowling warns us to be aware of the five 'lethal factors' of sabotage that can easily sneak into our management practices, describes how to confront them, and suggests how to deal with each in a decisive manner.

Why Can't We All Just Get Along?

Steve and Susan react to recent news stories and observations that perpetuate some frustrating thinking about volunteers. Volunteering is either undervalued or over-valued, elevated to selfless sainthood or seen as a means to the end of teaching the middle class to love others. Some excerpts from this essay:

From Steve:

…Now I suspect that Mr. Roy came to his conclusion following a great deal more thinking that Mr. Sanders brought to his, but I’m not sure that his conclusion is any more rational. Each distorts a realistic look at volunteering, one by undervaluing it and the other by over-valuing it. Each seems struck in the interesting mindset that what a person does can only be valued by what they are paid to do it. People who have this mindset have a hard time thinking reasonably about volunteering, and they generally end up either putting it on a pedestal or else treating it like a momentary aberration of the slightly deranged – one that should be tactfully ignored in a politely capitalistic society.

From Susan:

I realize that I am now in danger of alienating some readers, but I honestly have never understood the goal of selflessness. It makes me wonder:

    • Given the conscious intention to be selfless, isn’t there the danger of selfishly using the person in need for the volunteer to feel spiritually holy? Thereby ending up as the opposite?

    • Why is it necessary to “leave one’s ego at the door” in order to serve? Isn’t it more genuine to bring yourself fully into the relationship with the person to be served? To share your skills and talents generously?

Invisible Histories: Reclaiming Volunteering and Voluntary Action in Australian History

Whilst research and interest in all aspects of volunteering and the third sector generally have grown exponentially since the 1990s, both internationally and in Australia, Australian historians have been ‘missing in action’ – they have not generally been part of this explosion of interest. Sociologists, social workers, economists, lawyers, accountants, political scientists, environmentalists, business managers, information technologists, those interested in sport and tourism – the list is endless - are part of an evolving multidisciplinary approach to what is now labelled as the ‘third sector’, ‘voluntary sector’, or ‘non-profit sector’, depending on your national preference. Public debates and discussions over issues of social capital; global initiatives such as the United Nations International Year of Volunteers in 2001; and the rise of peak organizations such as Volunteering Australia, have all brought volunteering to the fore.

But volunteering and voluntary action, the history of the non-profit sector and its relationship with government, are largely neglected topics in twentieth century Australian history. Whilst volunteering and voluntary action are integral to our western democratic traditions and both have played key roles in the development of Australian society in the twentieth century, our national histories remain largely silent. Where are the stories of volunteers, volunteering and the voluntary principle in our national histories? They have largely been ignored. They are part of our ‘invisible histories’.
